Hi Matt,

How do you deal with the "pressure for results" (particularly short-term ones, which seem to trigger focus on form rather than function)?

There have been shifts in the aid environment. With the deterioration of donor countries' finances and newly elected conservative political coalitions in Europe, pressure for showing "where aid can make a difference" is mounting. This is leading to a decline in General Budget Support and an increase of Sector Budget Support and projects (particularly the ones that can bring traceability and visibility to donor funding).

As a result, donors will be increasingly looking for indicators to measure short-term results to account for funds spent. And these (output/intput) indicators will likely influence the design of short-term development interventions, which will inevitably focus on the achievement of those indicators (because that's how donors'performance will be assessed on an annual basis!). As a consequence, we end up loosing sight of what needs to be done to achieve outcome goals...
