"What do you think these tools, capacities, and sensibilities should or could look like?"

There is a very short answer to that question: money.

I'm sure there is a lot of work left to be done to convince people that there is no such thing as a blank canvas.

But all that awareness won't do much good unless development agencies get more time, space and crucially resources to set up their PFM support country by country.
